In 1909, in the year that Wilma Rocelia Urfer was born, the NAACP was founded by W. E. B. Du Bois. The organization focused on legal strategies designed to confront the critical civil rights issues of the day - which included lynching and segregation in schools. The goal was to secure for all people the rights guaranteed in the 13th, 14th, and 15th Amendments to the United States Constitution.

In 1914, at the age of merely 5 years old, Wilma was alive when in August, the world's first red and green traffic lights were installed at the corner of East 105th Street and Euclid Avenue in Cleveland Ohio. The electric traffic light had been invented by a policeman in Salt Lake City Utah in 1912.
