Wilson Samuel Nanstiel of knox st, in hanover township, luzerne county, Pennsylvania us was born on May 14, 1913 in Wilkes-Barre to Samuel Wilson Nanstiel and Elizabeth Powell Nanstiel. He had a sister Eva Dora Nanstiel. Wilson was baptized on April 1, 1928 at St. John's Lutheran Church South River St., in Wilkes-Barre. He married Evelyn Williams Nanstiel, and had children Dorothy Nanstiel Dawe, Barbara Lynn Nanstiel, Penny Nanstiel Reid, and Evelyn Nanstiel. Wilson Nanstiel died at age 74 years old in July 1987 at Wilkes-Barre General Hospital N River St, in Wilkes-Barre, and was buried on August 1, 1987 at Chapel Lawn Memorial Park Memorial Hwy, in Dallas.

In 1913, in the year that Wilson S Nanstiel was born, ratified in February the 16th Amendment, establishing a Federal income tax, became law. Previously, customs duties (tariffs) and excise taxes were the primary sources of federal revenue. With the passage of the 16th Amendment, incomes of couples exceeding $4,000, as well as those of single persons earning $3,000 or more, were subject to a 1% Federal tax (that would be about $98,000 and $74,000 now). Rates rose to 7% for incomes over half a million dollars. Less than 1% of the population was subject to income tax.
