In 1910, in the year that Wilton James Houck was born, the Mann Act, also called the White-Slave Traffic Act, was signed into law. Its purpose was to make it a felony to engage in interstate or foreign commerce transport of "any woman or girl for the purpose of prostitution or debauchery, or for any other immoral purpose". But the language was so broad that it was also applied to consensual sex between adults when wished.

In 1920, Wilton was merely 10 years old when Italian born factory worker Nicola Sacco and fish peddler Bartolomeo Vanzetti were picked up by police on May 5th in connection with the April 15th murder and robbery of a guard and a paymaster at the Slater and Morrill Shoe Company in South Braintree, Mass. Although in later years they were thought to be innocent, they were anarchists and were convicted of the crime and put to death.
