Tartans are plaid. Scots wear Kilts.

Patricia Vincent tartans are the same as plaid. The words are interchangeable. A kilt is a piece of clothing. Tartan/plaid is the pattern.

I have a photo of my great,great,grandfather,from around 1890 wearing what we might closely call a dress. Apparently nothing unusual about it slowly fell out of fashion around 1900.

It seems like a very sensible outfit for a little one. Very young children have "potty issues" which wearing a skirted garment would make much easier to handle. Need to change a nappie? Lay the child down and flip up the skirt to deal with the hygiene. Potty training? Much easier to achieve with a skirt.

Sarongs have not totally faded out of popularity in South & SE Asia either. Worn em myself. No pockets being the only drawback I can think of, got around by having a belt or small bag.

Both sexes wore skirts as toddlers up till Victorian times. The distinction between male and female in terms of early dress is relatively new. The traditional colour for boys was pink. This got reversed by society in C19th.
This reminds me of my great grandfather who was born in 1881, he has one brown and one grey eye.
