U.S. Congressman. While being employed working in Pennsylvania coal mines, he studied law, was admitted to the bar in 1892 and commenced to open a law practice in Cumberland, Maryland. Entering politics, he served as a member of the Maryland State Senate, (1902-06). In 1911, he was elected as a Democrat to the Sixty-second, Sixty-third, and Sixty-fourth Congresses, serving until 1917. Not a candidate for re-nomination, served as a member of the U.S. Tariff Commission, (1917-25) and practiced law. He was again elected to the Seventy-second Congress and to the next three succeeding Congresses, (1931-39). An unsuccessful candidate for reelection, he was a member of the National Mediation Board, (1939-43).
