Yep, I'd say 20's. We have to remember , though, that just like today, some people stick to their style for decades, so each individual could be different. I see women every day that look stuck in the 80's or even 60's.
My Gran always used to call them 'kiss curls'. I don't know where that name came from, but I think it sounds a bit nicer than 'spit curls' even if that describes how they are done :o)
