Born to Theodore Thomas Rutter and Lucy Webster. Lived on a farm her father owned until 1880. Married Grant Uriah Flagle in 1890. Separated from Grant around 1899. Was a housekeeper for Dewitt Clough in 1900. Moved to Chicago in 1903 and worked at Western Electric.
