They did have cosmetics then, just subtle ones. Lash darkener, powder, lip rouge, blush. The trick was to look like you weren't wearing it.

Arsenic was a common ingredient of many Edwardian era cosmetics too.
Of course makeup has always been around for those choosing it,,Egyptian Cleopatra look was never my style nor either my maternal or parental Grandmothers! I didn't until l was in my 40's! Very Subtle! My ancestors always stated,," you can't make a silk purse from an old skin hide", l have some beautiful pictures of my family,,,no make Up! To each his own,,, l say!

I think this is where the "bustle?" comes into play. The skirt is a tablecloth. It reminds one of dressing your butt up like a cake top. Giving rise to, "her butt (bustle) is so big you can use it for a table", joke. The cake is already on the table, just bring your drinks!!
