Norvell D Phelps
Norvell D. Phelps was born to John William Phelps (1875 - 1971) and Maggie May Davis (1877 - 1965), and had siblings Thelma, Hallie, John Gordon Phelps, and Joseph Isaac Phelps. According to the 1920 federal census, Norvell was twelve years old and living with his parents John who was forty five and Maggie May who was forty two in Elon, Virginia. Also in the household were siblings Hallie (17), John (14), Joseph (7) and Ruth (2). His father John was a farmer and the only one reported working in the household. Twenty years later, the 1940 federal census reports that Norvel Phelps was 31 years old and living with his wife Evelyn (29) and daughters Miriam (3) and Joan (5 1/2) in a rented house in Langley Field, Virginia. Norvel stated that he had completed the 8th grade, and was a staff sergeant. On his World War II draft registration card dated June 27, 1944, Norvell was 36 years old and lived in Tampa Florida. He was unemployed after recently having been discharged from the Army. He was 6 feet 1 inch, weighed 170 pounds, had brown eyes and brown hair, and a ruddy complexion. His listed his wife Evelyn as his next of kin. In the 1950 federal census, Norvell was 41 and living with his 39 year old wife Evelyn and two daughters - 13 year old Miriam, and 10 year old Joan, in Craven, North Carolina. At the time Norvell was an aircraft inspector for the United States Marine Corps. Little is known about Norvell from 1950 until his death on July 9th 1999. He is buried in Fort Hill Memorial Park in Lynchburg Virginia and on his headstone it reads ""THERE IS NONE CAN SAVE: SAVE THEE, O LORD"

From a small town of 25,000, we have grown to 1 million plus. And when you add in all of the communities surrounding us (for instance, Saratoga, where I attended high school, living a block from our previous Mayor), we are truly one of the big cities in the US.
