Vintage Photo,Unknown children

A photo of three unknown children. I found this picture at a local Goodwill Store in Copperas Cove,Texas on Sept 16,2015. I just couldn't leave it there. I would love to know if anyone may recognize the little ones. It is in a fragile gold colored frame with no glass but a hanging wire on back. No writing or markings except a 9076 stamped on back and a green x. this is a military town so this could be children from anywhere in the world.Hoping someone will recognize them..would love to know their story.
