Name Origin
"Chinchar" means "stinging nettle" (a type of plant) in Georgian (the language of ex-Soviet Georgia). I have no idea if this is where the English/American name came from, but it's the only meaning of this word that I'm aware of. This would make the name a translated equivalent of the English family name "Nettles".

Nationality & Ethnicity
If (as I suggested above) the name comes from Georgia (Tbilisi, not Atlanta), then it would probably have originally had a common Georgian name suffix that was dropped in the English-speaking world (meaning the original form of the name might have been Chincharadze or Chincharashvili, both of which occur as Georgian last names today). Migration across the world from Georgia to England or North America would have been extremely rare, though, so this is almost a wild guess, but I can't imagine where else this name would have come from.
