James J. Davis - 1922 U.S. Secretary of Labor
James J. Davis (originally Davies when his parents emigrated from Wales) served as United States Secretary of Labor from 1921 to 1930 under Presidents Warren G. Harding, Calvin Coolidge, and Herbert Hoover.
He was a Republican and a supporter of eugenics. He was also a supporter of unions but he thought that they should be "slow to strike." He was also against the 12 hour work day (steel workers worked 12 hrs a day).
He's seen in the picture with baby Jean Allys Davis. I'm assuming she's his grandchild but he did have five children so she may have been one of his children.
