Galveston or Chicago?

Galveston or Chicago?
Building in the right background is the Fisher Building. I have no idea who these men are, but the photo possibly was taken when Margaret Stafford (of Galveston) traveled to Chicago to see relatives. However, man third from left, front row, looks like Harry Littlejohn, a medical student Margaret knew in Galveston. Could be UT Medical Branch students.

Can you identify the men or the place?
