This looks like a rough draft for the head of the Titanic Memorial in Washington DC which was dedicated in May of 1931, roughly 19 years after the sinking of the Titanic. The title is simply "The head for 'the Titanic'". The Memorial was dedicated to the men of the Titanic who gave up their places on the lifeboats to women and children.
