Januarians by the railroad tracks

This photo is from my late mother's Photo Album. She was Frances Logan Gillam. She attended Madison College in VA, and worked in NY about this time.

Anyone heard of this group? They are not listed in the Madison college handbook of 1939-40 when she attended. Any ideas or suggestions appreciated.
