Payment of soldiers bonus partly to blame for current business recession. Washington, D.C., Jan. 4. Appearing before the Special Senate Committee on unemployment, Federal Reserve Board Chairman Eccles today declared that payment of the soldiers bonus in 1936 helped create price distortion that pushed recovery out of balance and led toward the current business recession, 1/4/38
