Prohibition and the IRS
The IRS was in charge of enforcing Prohibition. This is Dr. A. B. Adams, head of the division of technology of the Internal Revenue, working at his desk during Prohibition. Lots of paperwork - thank goodness they didn't have computers or we wouldn't have bars today! Probably taken before Elliot Ness was around.
