  • At the time of Kennan's visit, the Kara valley contained a chain of prisons, penal settlements and mines. Some 1,800 prisoners were held in the Kara prisons and penal settlements, not including between 600 and 800 women children who had voluntarily accompanied their husbands and fathers into Siberia.
