the building in the back reminds me of Ft. Lewis in Tacoma WA. Not sure though, might be worth checking out.
Looks about the right vintage to be civil war period or Spanish Amer. This appears to be a ceremony, as they are wearing white gloves and striped pants. Possibly a military academy?
