It looks like a group of men digging ditches or maybe working on the railroad line

This was found with my parents pictures and we are trying to figure out who they are and what they may have been doing.
Date & Place: at don't know in Reno County, Kansas United States

The men are laying a water line. Background, shows 2 flagpoles & possibly a command office. Appears it is a WWI era military base being preped for draftees.
