Lucius Jr Rouser was born on February 19, 1927 in Madison, Mississippi to Lucius Rouser Sr. (1901–1989) and Bertha Mixon (1908–1968).
On February 20, 1945, he registered for the military and later, on June 15, 1945, at the age of 18, he enlisted in the United States Army. He served for more than 20 years, including during World War II, and was ultimately discharged on November 16, 1972.
Lucius was married to Marsha L. Rouser Jr., and together they had two children. One of their children was Deremer L. Rouser.
Lucius Rouser passed away at the age of 83 on June 8, 2010 in Richton Park, Cook County, Illinois.
