Anthony Joseph Gugliotta is the son of Angelo Gugliotta. He was born on May 30, 1925 in Philadelphia, Philadelphia County Pennsylvania, United States. At the age of 18, he registered for the military draft in Philadelphia, Pennsylvania, in the year 1943. Then on September 16, 1943, Anthony enlisted in the military in Philadelphia, Pennsylvania. At the time of enlistment, Anthony held the rank of Private as part of the Selectees (Enlisted Men) group. He served during World War Il in the Navy. He received his BS degree in Civil Engineering from the University of Pittsburgh, and went onto earn his master degree from Lehigh Univ. during which time he also served as an associate Professor, enjoying his love of teaching. Joseph worked for the Turner Construction Co. and was a Construction manager in Philadelphia for 38 years as a Project Executive.

He was married to Marguerite D'espinose (1922-2014) and the couple had two daughters and a son together.
