Sometime in 1953, when Pedro was about 5 years old and his sister Cayetana was about 4 years old, their mother Ignacia married Catalino Tagonan Cangco, a Filipino man who moved to Saipan after WW2 as part of the United States military effort to re-build the Northern Mariana Islands. Pedro and Cayetana moved in with their maternal grandparents because Catalino did not want them to be part of his household.
