Mavis Joyce Harburn was born on October 5, 1918 to parents Charles Walter Harburn (1891-1969) and Martha Margaret Dunstan (1894-1976). She had siblings Mervyn Keith Harburn (1920-2005), Edna Clarice Harburn (1923-2010), and Norma Esma Harburn (1924-2001). In 1938, she married Hugh Alexander Cowman (1916–1996) and they lived in Thornbury, Darebin, Victoria, Australia and had two children together. The couple later separated. She then married Victor Reginald Rapson (1931–2000) on March 29, 1969 in Reservoir, Victoria, Australia. They lived in Karingal, Flinders, Victoria, Australia.
