Arthur Calvin Judge of Ballarat, City of Ballarat County, VIC Australia was born in 1914 in Scarsdale, Golden Plains Shire County to Florence Louisa (Judd) Judge and William Arthur Judge. He had siblings Stanley Leonard Judge and Hilda Esme Florence Judge. He married Sinclair Amelia Brumby in 1939, and had a child Brenda Margaret Judge. Arthur Judge died at age 69 years old on February 7, 1984 in Ballarat, City of Ballarat County.

In 1914, in the year that Arthur Calvin Judge was born, in August, the world's first red and green traffic lights were installed at the corner of East 105th Street and Euclid Avenue in Cleveland Ohio. The electric traffic light had been invented by a policeman in Salt Lake City Utah in 1912.

In 1923, Arthur was merely 9 years old when on August 2, President Warren G. Harding died in office, apparently of a heart attack. He was staying at the Palace Hotel in San Francisco after completing a nationwide tour. Suffering from cramps, indigestion, a fever and shortness of breath, his doctor thought he had food poisoning. After several days of being ill, he suddenly shuddered, slumped over, and died. There were rumors of foul play (some thought that his wife had poisoned him because of his affairs) but no evidence has ever been found.
