Arthur Judge of Bendigo, Greater Bendigo City County, VIC Australia was born in 1867 at Spring Creek in Surf Coast Shire County to John Henry Judge and Elizabeth Colvin Judge. He had siblings Frances (Judge) Murphy, Florence Jane (Judge) Rivers, Elizabeth Ann Judge, Alice Mary Judge, Edith Judge, Sophia Louisa (Judge) Quarrell, William Calvin Judge, and John Henry Judge. Arthur Judge died at age 87 years old in 1954 in Bendigo, Greater Bendigo City County.

In 1867, in the year that Arthur Judge was born, on January 8th, African-American men were given the right to vote in the District of Columbia when Congress overrode President Andrew Johnson's veto. This was the first place in the U.S. to give African Americans the right to vote.

In 1878, by the time he was only 11 years old, on June 15th, photographer Eadweard Muybridge - at the request of Leland Stanford - produced the first sequence of stop-motion still photographs. Stanford contended that a galloping horse had all four feet off the ground. Only photos of a horse at a gallop would settle the question and, using 12 cameras and a series of photos, Muybridge settled the question: Stanford was right. Muybridge's use of several cameras and stills led to motion pictures.
