In 1921, in the year that Arthur E Howe was born, hugely popular Roscoe "Fatty" Arbuckle, silent film star, was arrested for rape and manslaughter after an actress died following a party at his house. He was acquitted after three trials and the jury wrote a formal letter apologizing for the charges, but his career never recovered. His films were at first banned - the ban was lifted after a year - and he was mostly ostracized by the community. He died at 46..

In 1934, Arthur was merely 13 years old when on June 6th, the U.S. Securities and Exchange Commission was formed as a response to the stock market crash of 1929 and the continuing Great Depression. Previously, the states regulated the offering and sales of stocks - called "blue sky" laws. They were largely ineffective. Roosevelt created a group (one member was Joseph Kennedy, father of the future President Kennedy) who knew Wall Street well and they defined the mission and operating mode for the SEC. The new organization had broad and stringent rules and oversight and restored public confidence in the stock market in the United States.

In 1952, he was 31 years old when on July 2, Dr. Jonas E. Salk tested the first dead-virus polio vaccine on 43 children. The worst epidemic of polio had broken out that year - in the U.S. there were 58,000 cases reported. Of these, 3,145 people had died and 21,269 were left with mild to disabling paralysis.

In 1966, when he was 45 years old, on July 1st, Medicare became available after President Johnson signed into law the Medicare Act in 1965. President Truman had received the first Medicare card since he had been the first to propose national healthcare law. insurance.

In 1996, in the year of Arthur E Howe's passing, on April 3rd, Theodore Kaczynski (nicknamed the Unabomber) was arrested.
