In 1917, in the year that Athylene B Chandler was born, in April, the U.S. entered World War I, declaring war against Germany. President Wilson had previously declared neutrality in the war - a position supported by the majority of Americans - but after Germany declared that they would sink all ships trading with Great Britain and sunk U.S. ships, public opinion began to change. Then the Lusitania was sunk, killing 1,201 - including 128 Americans - and more U.S. ships were sunk. The U.S. could stand aside no longer.

In 1920, by the time this person was merely 3 years old, the Volstead Act became law. Formally called the National Prohibition Act, the Volstead Act enabled law enforcement agencies to carry out the 18th Amendment. It said that "no person shall manufacture, sell, barter, transport, import, export, deliver, or furnish any intoxicating liquor except as authorized by this act" and defined intoxicating liquor as any beverage containing more than 0.5% alcohol by volume.
