In 1918, in the year that Carl L Matthews was born, in January, President Wilson presented his Fourteen Points, which assured citizens that World War I was being fought for a moral cause and outlined a plan for postwar peace in Europe. The only leader of the Allies to present such a plan, the Europeans thought Wilson was being too idealistic. The points included free trade, open agreements, democracy and self-determination. They were based on the research and suggestions of 150 advisors.

In 1921, at the age of merely 3 years old, Carl was alive when on November 11th, the first burial was held at the Tomb of the Unknown Soldier in Arlington National Cemetery. The body of an unknown soldier - selected by Army Sgt. Edward F. Younger who was highly decorated for valor and received the Distinguished Service Cross in "The Great War" - was brought back from France (World War 1) and placed in the newly completed tomb. President Warren G. Harding officiated at the interment ceremonies.
