    The Evening Star, Dunedin. N.Z. 28th March 1927. CITY VALUER'S RETIREMENT APPRECIATIVE REMARKS. At the sitting of the Assessment Court this morning, Mr. J. R. Bartholomew, S.M., made some appreciative remark's concerning the city valuer, Mr. David Duncan, who is shortly retiring after fifty-three years' of service. Mr. Bartholomew said that he understood............. The Otago Daily Times. N.Z. 27th June 1927. MR. DAVID DUNCAN. The death occurred on Saturday evening of Mr. David Duncan, at the age of 66. The deceased was born in Dunedin, and educated at the Mornington School. When 12 years of age Mr. Duncan joined the old Waterworks Company, which shortly afterwards was merged with the city. He rose to the position of head of the wate department, and later he became city valuer, a position he held for a considerable number of years. Mr. Duncan was to have retired at the end of this month on superannuation after 54 years of service with the municipality. The deceased was well known in connection with Rugby football. He was treasurer of the Otago Rugby Union from 1895 to 1900. For three years prior to it's amalgamation with the Richmond Club, he was captain of the Zingari Club's first fifteen, and was one of the founders of the Kaikorai Club, of which he was a life member. He was a member of the Sports Committee of the Otago Jubilee held in 1893. He was a life member of the Caledonian Society, and besides having been in his day one of the fastest quarter-milers in the province, he was handicapper of the Dunedin Amatuer Athletic Club for some years. Mr. Duncan was an enthusiastic bowler, and at the time of his death he was president of the St. Kilda Club. In the early part of his life Mr. Duncan was a member of the B battery. He is survived by his wife, one son ( Mr. W. J. Duncan of Invercargill ), and one daughter ( Mrs. J. Jackson Purdie ).

The Revenue Act of 1861 was rescinded in 1862 but from 1861 through 1862, a flat tax was charged - 3% - on all income over $800, which included only 3% of households. In 1862, a broader tax was enacted.
