In 1913, in the year that Donald L Parks was born, the Philippine–American War ended for good in June. While the official end of the war was in 1902, fighting continued for several years. An estimated 200,000 to 250,000 total Filipino civilians died and although the U.S. viewed its role as a colonial presence as one of preparing the Philippines for independence, American colonization drastically changed the character off the culture. The Catholic Church was no longer the state religion and English became the primary language of the government.

In 1920, Donald was only 7 years old when the National Football League, first called the American Professional Football Association, was created. College football was more popular than pro football and rising player salaries were bankrupting league owners. In response, owners created the NFL, using the pro baseball association as a model. Eleven teams were formed: the Akron Pros, Canton Bulldogs, Cleveland Indians, Dayton Triangles, Decatur Staleys, Hammond Pros, Massillon Tigers, Muncie Flyers, Racine Cardinals, Rochester Jeffersons and Rock Island Independents.
