    Edward Ross Adkins was the son Rosser Hugh Adkins and Edith Nason. He was born in Marysville, California where he was raised. He received his Bachelor of Science Degree in chemistry, California State University, Sacramento, CA - 1960 or 1961. Edward served in the military from 1967 to October 1971. While on assignment with the US Navy in Guam he legally changed his name to Eduardo Vizcaino de Alcacinos. After leaving the Navy-attended law school-passed the bar 1978 or 1979. He was an officer for the Sacramento Police Dept. BET 1961 AND 1967. After leaving the navy he served as Public Defender - Fresno, CA - 1979 to May 2, 1983. He leaves behind his wife Paris Prieto-Adkins, son Troy Marcus Adkins, two half sisters Anita Beall and Elva Davison, a half-cousin Beverly who is writing this obituary and two others, Bonnie and Brenda.
