In 1878, in the year that Elbert Eden Howell was born, on September 12th, Cleopatra's Needle, built in Egypt in 1450 B.C. and transported to England, was erected in London. It had arrived in England on January 21st, having been towed by boat.

In 1900, by the time he was 22 years old, the German physicist Max Planck formulated an energy theory, postulating the existence of "quanta," which lays the groundwork for the quantum theory of modern physics. In December, he introduced a paper on the Planck postulate which stated that E=hv - the energy of a photon is proportional to its frequency times a constant. Planck won a Nobel Prize in 1918 for his work in theoretical Physics.

In 1910, at the age of 32 years old, Elbert was alive when the Mann Act, also called the White-Slave Traffic Act, was signed into law. Its purpose was to make it a felony to engage in interstate or foreign commerce transport of "any woman or girl for the purpose of prostitution or debauchery, or for any other immoral purpose". But the language was so broad that it was also applied to consensual sex between adults when wished.

In 1921, by the time he was 43 years old, in May, the Emergency Quota Act - or Emergency Immigration Act - was passed. The law restricted the number of immigrants to 357,000 per year. It also established an immigration quota in which only 3 per cent of the total population of any ethnic group already in the USA in 1910, could be admitted to America after 1921. Although the Act was supposed to be temporary, it stayed in effect until 1965.

In 1964, in the year of Elbert Eden Howell's passing, on June 11th, activist Nelson Mandela was sentenced to life imprisonment in South Africa for conspiring to overthrow the state (because of his numerous anti-apartheid activities). He served 27 years in prison.
