In 1916, in the year that Eunice E Miller was born, the U.S. National Park Service - part of the Department of the Interior - was created by an act of Congress in August. The Park Service was charged with the dual role of "preserving the ecological and historical integrity of the places entrusted to its management while also making them available and accessible for public use and enjoyment". The resources managed by the National Park Service have often been referred to as the "crown jewels" of the United States.

In 1920, at the age of merely 4 years old, Eunice was alive when on January 1, over 6000 people were arrested and put in prison because they were suspected of being communists. . Many had to be released in a few weeks and only 3 guns were found in their homes. The U.S. Department of Justice "red hunt" netted thousands of "radicals" and suspected "communists" and aliens were deported. But the "hunt" ended after Attorney General Palmer forecast a massive radical uprising on May Day and the day passed without incident.
