He had siblings Christopher Judd, Reuben Judd, Laura Judd Kennedy, Hilda Judd, Vera Evelyn Judd, Della Bedelia Judd, Thomas Judd, James Daniel "Jim" Judd, Ethel May (Judd) Evans, and Florence Louisa (Judd) Judge. Francis Judd married Olive Rosina Greenwood in 1937, and died at age 87 years old on August 9, 1998 in Ballarat, City of Ballarat County.

In 1910, in the year that Francis Osborne "Frank" Judd was born, the Mann Act, also called the White-Slave Traffic Act, was signed into law. Its purpose was to make it a felony to engage in interstate or foreign commerce transport of "any woman or girl for the purpose of prostitution or debauchery, or for any other immoral purpose". But the language was so broad that it was also applied to consensual sex between adults when wished.
