In 1893, in the year that Frank Dean was born, on March 4th, Grover Cleveland became the 24th President of the United States. On July 1st, President Cleveland was operated on for a non-cancerous tumor in his mouth. He chose to have the operation secretly because he didn't want to worsen the financial depression that was occurring at the time.

In 1919, Frank was 26 years old when in the summer and early autumn, race riots erupted in 26 U.S. cities, resulting in hundreds of deaths and even more people being badly hurt. In most cases, African-Americans were the victims. It was called the "Red Summer". Men who were returning from World War I needed jobs and there was competition for those jobs among the races. Tension was heightened by the use by many companies of blacks as strikebreakers.

In 1927, when he was 34 years old, 10 years after the United States bought the U.S. Virgin Islands from the Danish government, the inhabitants were granted U.S. citizenship. While they can vote in congressional elections and presidential primaries, they cannot vote for President.

In 1968, Frank was 75 years old when on January 31st, the North Vietnamese launched the Tet Offensive, a turning point in the Vietnam War. 70,000 North Vietnamese and Viet Cong forces swarmed into South Vietnam. The South Vietnamese and US troops held off the offensive but it was such fierce fighting that the U.S. public began to turn against the war.

In 1976, in the year of Frank Dean's passing, on August 4th, a mysterious illness struck an American Legion convention in Philadelphia. Within a week, 25 people had died and 130 people had been hospitalized. It was the first known instance of what came to be called "Legionnaires Disease."
