In 1899, in the year that Frank Williams was born, on February 4th, the Philippine–American War began. The Philippines objected to the Treaty of Paris, signed in 1898, that transferred possession of the Philippines from Spain to the U.S. Filipinos began a fight for independence and fighting between U.S. forces and those of the Philippine Republic broke out. On June 2nd, the Philippines officially declared war on the United States.

In 1946, he was 47 years old when on July 4th, the Philippines gained independence from the United States. In 1964, Independence Day in the Philippines was moved from July 4th to June 12th at the insistence of nationalists and historians.

In 1958, at the age of 59 years old, Frank was alive when on January 31st, Explorer I, the United States' answer to Sputnik I (and 2,) was launched. America had entered the Space Race. The first spacecraft to detect the Van Allen radiation belt, it remained in orbit until 1970.

In 1973, by the time he was 74 years old, on January 28th, the Paris Peace Accord was signed - supposedly ending the Vietnam War. Hostilities continued between North and South Vietnam and the U.S. continued to bomb. But by August 15, 1973, 95% of American troops had left Vietnam. The war ended in 1975 with the fall of Saigon.

In 1989, in the year of Frank Williams's passing, on January 20th, George Herbert Walker Bush became the 41st President of the United States. Previously Ronald Regan's Vice President, he ran against Michael Dukakis and won the popular vote by 53.4% to 45.6%.
