In 1913, in the year that George Williams was born, ratified in February the 16th Amendment, establishing a Federal income tax, became law. Previously, customs duties (tariffs) and excise taxes were the primary sources of federal revenue. With the passage of the 16th Amendment, incomes of couples exceeding $4,000, as well as those of single persons earning $3,000 or more, were subject to a 1% Federal tax (that would be about $98,000 and $74,000 now). Rates rose to 7% for incomes over half a million dollars. Less than 1% of the population was subject to income tax.

In 1926, when he was only 13 years old, on October 31st, Harry Houdini died in Michigan. Houdini was the most famed magician of his time and perhaps of all time, especially for his acts involving escapes - from handcuffs, straitjackets, chains, ropes slung from skyscrapers, and more. He was president of the Society of American Magicians and stringently upheld professional ethics. He died of complications from a ruptured appendix. Although he had received a blow to the area a couple of days previously, the connection between the blow and his appendicitis is disputed.

In 1935, at the age of 22 years old, George was alive when the BOI's name (the Bureau of Investigation) was changed to the FBI (Federal Bureau of Investigation) and it officially became a separate agency with the Department of Justice. J. Edgar Hoover, the Chief of the BOI, continued in his office and became the first Director of the FBI. The FBI's responsibility is to "detect and prosecute crimes against the United States".

In 1967, when he was 54 years old, on October 2nd, Thurgood Marshall was sworn in as the first black US Supreme Court justice. Marshall was the great-grandson of a slave and graduated first in his class at Howard University Law School. His nomination to the Supreme Court was approved by the Senate, 69 to 11.

In 1977, in the year of George Williams's passing, on January 20th, Jimmy Carter became the 39th President of the United States. Running against incumbent Gerald Ford, he won 50.1% of the popular vote to Ford's 48.0%. He was elected to only one term.
