In 1896, in the year that Gordon Brooks was born, in April, the first study on global warming due to CO2 - carbon dioxide - in the atmosphere was published by Swedish scientist Svante Arrhenius. Arrhenius concluded that human activity due to the Industrial Revolution would amplify CO2 in the atmosphere, causing a greenhouse effect. His conclusions have been extensively tested in the ensuing 100+ years and are still seen to hold true.

In 1920, when he was 24 years old, the Volstead Act became law. Formally called the National Prohibition Act, the Volstead Act enabled law enforcement agencies to carry out the 18th Amendment. It said that "no person shall manufacture, sell, barter, transport, import, export, deliver, or furnish any intoxicating liquor except as authorized by this act" and defined intoxicating liquor as any beverage containing more than 0.5% alcohol by volume.
