In 1887, in the year that Henry Washington was born, on January 20th, the US Senate gave the US Navy the right to lease Pearl Harbor as a naval base. Pearl Harbor is on the island of Oahu, a part of the Hawaiian Islands. The Navy was given direction to maintain "a coaling and repair station" at the harbor.

In 1929, when he was 42 years old, American Samoa officially became a U.S. territory. Although a part of the United States since 1900, the Ratification Act of 1929 vested "all civil, judicial, and military powers in the President of the United States of America".
