In 1913, in the year that Irene Mann was born, ratified in February the 16th Amendment, establishing a Federal income tax, became law. Previously, customs duties (tariffs) and excise taxes were the primary sources of federal revenue. With the passage of the 16th Amendment, incomes of couples exceeding $4,000, as well as those of single persons earning $3,000 or more, were subject to a 1% Federal tax (that would be about $98,000 and $74,000 now). Rates rose to 7% for incomes over half a million dollars. Less than 1% of the population was subject to income tax.

In 1920, Irene was merely 7 years old when Italian born factory worker Nicola Sacco and fish peddler Bartolomeo Vanzetti were picked up by police on May 5th in connection with the April 15th murder and robbery of a guard and a paymaster at the Slater and Morrill Shoe Company in South Braintree, Mass. Although in later years they were thought to be innocent, they were anarchists and were convicted of the crime and put to death.

In 1954, Irene was 41 years old when on May 17th, the Supreme Court released a decision on Brown v. Board of Education of Topeka. The ruling stated that state laws establishing separate public schools for black and white students was unconstitutional thus paving the way for integration in schools.

In 1976, when she was 63 years old, The United States celebrated the Bicentennial of the adoption of the Declaration of Independence. It was a year long celebration, with the biggest events taking place on July 4th.

In 1989, in the year of Irene Mann's passing, on March 24th, the Exxon Valdez, an oil tanker, struck a reef in Alaska's Prince William Sound and oil began spilling out of the hold. The oil would eventually contaminate more than a thousand miles of coastline. It is estimated that over 10.8 million gallons of crude oil spilled into the Sound - killing 100,000 to 250,000 seabirds, over 2,800 sea otters, about 12 river otters, 300 harbor seals, 247 bald eagles, and 22 orcas - as well as an unknown number of salmon and herring.
