they called her "Boots", and she is the one wearing the hat,, on the right. This photo was taken the day of her mother's, Elsie Gail Rogers Ratliff, funeral. Elsie Drown Aug 8, 1927, in Wolf Creek just North of Shattuck, Oklahoma trying to save Boots from Drowning... it was a mournfully sad day for all the girls and changed their lives for ever.

In 1916, in the year that Irene Ratliff was born, visiting nurse Margaret Sanger opened the first birth control clinic in the U.S. at 46 Amboy St. in Brooklyn New York. Ten days after the clinic opened, Sanger was arrested for "violating laws against giving out birth control information" which was defined as obscenity. The clinic was not handing out birth control - just information about sex and birth control methods. (The Comstock law categorized information about abortion, family planning, and contraception as “obscene”.) The clinics and organizations that Sanger established later evolved into the Planned Parenthood Federation of America.

In 1933, the day after being inaugurated, the new President, Franklin Roosevelt, declared a four-day bank holiday to stop people from withdrawing their money from shaky banks (the bank run). Within 5 days of his administration, the Emergency Banking Act was passed - reorganizing banks and closing insolvent ones. In his first 100 days, he asked Congress to repeal Prohibition (which they did), signed the Tennessee Valley Authority Act, signed legislation that paid commodity farmers to leave their fields fallow, thus ending surpluses and boosting prices, signed a bill that gave workers the right to unionize and bargain collectively for higher wages and better working conditions as well as suspending some antitrust laws and establishing a federally funded Public Works Administration, and won passage of 12 other major laws that helped the economy.

In 1946, on July 4th, the Philippines gained independence from the United States. In 1964, Independence Day in the Philippines was moved from July 4th to June 12th at the insistence of nationalists and historians.

In 1963, on November 22nd, Vice President Lyndon B. Johnson became the 36th President of the United States when President John Kennedy was shot and killed in Dallas, Texas. Johnson was sworn in on the plane carrying Kennedy's body back to Washington D.C.

In 1991, on January 16th, Allied forces began the first phase of Operation Desert Storm. Saddam Hussein's forces had previously invaded the sovereign state of Kuwait and the focus of the operation was to remove his Iraqi troops from Kuwait. On February 24th, the ground war began. Within 100 hours, American ground troops declared Kuwait liberated.
