In 1929, in the year that James Grinnell Blanchard was born, American Samoa officially became a U.S. territory. Although a part of the United States since 1900, the Ratification Act of 1929 vested "all civil, judicial, and military powers in the President of the United States of America".
In 1934, James was only 5 years old when on June 6th, the U.S. Securities and Exchange Commission was formed as a response to the stock market crash of 1929 and the continuing Great Depression. Previously, the states regulated the offering and sales of stocks - called "blue sky" laws. They were largely ineffective. Roosevelt created a group (one member was Joseph Kennedy, father of the future President Kennedy) who knew Wall Street well and they defined the mission and operating mode for the SEC. The new organization had broad and stringent rules and oversight and restored public confidence in the stock market in the United States.
In 1941, by the time he was only 12 years old, on June 25th, President Roosevelt signed Executive Order 8802, prohibiting racial discrimination in the defense industry. EO 8802 was the first federal action to prohibit employment discrimination - without prejudice as to "race, creed, color, or national origin" - in the U.S. Civil Rights groups had planned a march on Washington D.C. to protest for equal rights but with the signing of the Order, they canceled the March.
In 1962, James was 33 years old when on August 5th, actress and sex symbol Marilyn Monroe died in Brentwood California. She was ruled to have died from suicide due to a drug overdose. There has been controversy regarding the circumstances ever since, due to her relationships with Jack and Bobby Kennedy.
In 1981, when he was 52 years old, on January 20th, Ronald Reagan became the 40th President of the United States. He ran against the incumbent, Jimmy Carter, and won 50.7% of the popular vote to Carter's 41.0%.
