James Record Collins of Melbourne, VIC Australia was born in 1905 in Watchem, Buloke Shire County to William Henry Collins Snr and Charlotte Matilda (West) Collins. He had siblings William Henry Collins Jr., Elizabeth Mary (Collins) Conduit, Walter Leopold Collins, Claude John Collins, and Charlotte Matilda Collins. He married Eileen Maree (Mulholland) Collins, and died at age 77 years old in 1982 in Melbourne East. James Collins was buried on February 17, 1982 at Fawkner Cemetary in Hadfield, Moreland City County.

In 1905, in the year that James Record Collins was born, the German born physicist, Albert Einstein, proposed the Special Theory of Relativity: 1) that observers can never detect uniform motion except relative to other objects and that 2) unlike the velocity of massive objects, the speed of light is a constant and is the same for all observers independent of their constant velocity toward or away from the light source. Not such simple concepts that lead to the equation everyone now knows: E = mc2.

In 1933, he was 28 years old when on December 5th, the Twenty-first Amendment to the United States Constitution was ratified. The 21st Amendment said "The eighteenth article of amendment to the Constitution of the United States is hereby repealed." Alcohol was legal again! It was the only amendment to the Constitution approved for the explicit purpose of repealing a previously existing amendment. South Carolina was the only state to reject the Amendment.
