In 1920, in the year that Joe W Payne was born, the 19th Amendment, granting women the right to vote, passed both Houses of Congress and was sent to the States to ratify. In August, Tennessee became the 36th state to ratify the Amendment and it became law eight days later. Mississippi ratified it in 1984.

In 1935, at the age of just 15 years old, Joe was alive when the BOI's name (the Bureau of Investigation) was changed to the FBI (Federal Bureau of Investigation) and it officially became a separate agency with the Department of Justice. J. Edgar Hoover, the Chief of the BOI, continued in his office and became the first Director of the FBI. The FBI's responsibility is to "detect and prosecute crimes against the United States".

In 1946, Joe was 26 years old when on July 4th, the Philippines gained independence from the United States. In 1964, Independence Day in the Philippines was moved from July 4th to June 12th at the insistence of nationalists and historians.

In 1955, by the time he was 35 years old, on September 10th the TV show "Gunsmoke" debuted on CBS. It went on to be television's longest-running western. Matt Dillon, Chester, Doc Adams, and Miss Kitty became household names.

In 1998, in the year of Joe W Payne's passing, on December 19th, the movie Titanic - based on the 1912 sinking of the ship and starring Leonardo DiCaprio and Kate Winslet - was released. Winning 11 Oscars, it was the first film to gross over a billion dollars and eventually grossed over $2 billion.
