He had siblings Sarah Jane (Dowey) Wilson and Catherine (Dowey) Johnstone. He married Elizabeth Fletcher Dowey in 1858, and had children William Henry Dowey, Ernest Joseph Dowey, Violetta Elizabeth Dowey, Catherine Sarah Dowey, Edward Dowey, and Anna Maria Dowey. Joseph Dowey died at age 63 years old on June 21, 1898 in Heidelberg, City of Banyule County, VIC Australia.

In 1834, in the year that Joseph Dowey was born, on March 28th, President Andrew Jackson was censured by the United States Congress, 26–20, due to his efforts to close The Second Bank of the United States - which eventually led to the Panic of 1837. The censure was expunged in 1837, after years of effort by Jackson supporters.
