In 1907, in the year that Joseph N Valcourt was born, the state of Oklahoma was admitted to the United States on November 16. Previously called "Oklahoma Territory" and "Indian Territory", the two areas were merged and Oklahoma became the 46th state. It is the 28th most populous state.

In 1918, when he was merely 11 years old, in January, President Wilson presented his Fourteen Points, which assured citizens that World War I was being fought for a moral cause and outlined a plan for postwar peace in Europe. The only leader of the Allies to present such a plan, the Europeans thought Wilson was being too idealistic. The points included free trade, open agreements, democracy and self-determination. They were based on the research and suggestions of 150 advisors.

In 1946, he was 39 years old when pediatrician Dr. Benjamin Spock's book "The Common Sense Book of Baby and Child Care" was published. It sold half a million copies in the first six months. Aside from the Bible, it became the best selling book of the 20th century. A generation of Baby Boomers were raised by the advice of Dr. Spock.

In 1971, when he was 64 years old, in March, Congress passed the Twenty-sixth Amendment to the United States Constitution, which lowered the voting age to 18 (from 21). It was a response to the criticism that men could fight at 18, but not vote for the policies and politicians who sent them to war. The states quickly ratified the Amendment and it was signed into law on July 1st by President Richard Nixon.

In 1992, in the year of Joseph N Valcourt's passing, on April 29th, riots began in Los Angeles after the "Rodney King" verdict was issued. Four LAPD officers had been accused of using excessive force (assault) on African-American Rodney King, who had been stopped for drunk driving. The beating had been videotaped. Their acquittal sparked a 6 day riot in Los Angeles.
