    1996 Femicide Report Women and Children Murdered 2. Kami Talley, 22 Bloomington February 14, 1996 The relationship between Talley and Buggs had been described as turbulent. The previous summer when Talley broke off the relationship, he attacked her so savagely that she was hospitalized with serious injuries and Buggs spent time in the workhouse. After his release he violated an order for protection. Talley and members of her family repeatedly pleaded with police and judges because Buggs had threatened to kill her. Kami Talley died of gunshot wounds after being shot by her ex-boyfriend at her place of employment. Louis "Butch" Buggs went to Kami's workplace and walked into the second floor offices and confronted her. Kami went to a bathroom where she and Buggs argued briefly before co-workers heard gunfire. He then fled the building and the state. The couple has a 4-year-old daughter. Two months after Kami's death, Louis Buggs was arrested in the state of Virginia by FBI agents and returned to Minnesota. He has been convicted of first-degree murder and sentenced to life in prison.

Kami was my first born daughter, so precious, so beautiful with a life full of potential. Kami was sweet, compassionate, empathetic, intelligent, a truth seeker, passionate and my best friend. She accomplished more in 22 years and I got to watch her with pride as she achieved goal after goal she set for herself and young daughter. Yes Kami was a loving
and incredible mommy to her little girl, Ambreen. Ambreen was only 3 when Kami passed on. One of Kami’s many passions was for early childhood literacy. In her Honor there is a library named; The Kami M. Talley Reading and Resource Center. The Kami M Talley Reading and Resource Center contains hundreds of specialized books for young children and the adults who care for them relating to helping children cope with a speicific crisis or painful event in their lives. The library is located on the U of M Campus. Ambreen received her mother Kami’s Degree Posthumously from Dean of Students.
As sad as her short life ended, Kami loved life. She had an infectious laugh that she somehow passed onto Ambreen who at times smiles and laughs just the same. Kami has no enemies. She did have good friends though. Especially Angela Johnson. Angela has never turned her back on Ambreen and has been invaluable with helping raise Ambreen. Last but never the end, Kami lives forever in the arms of our Lord God. Kami wins!!!!
