In 1933, in the year that Leroy R Halbur was born, on December 5th, the Twenty-first Amendment to the United States Constitution was ratified. The 21st Amendment said "The eighteenth article of amendment to the Constitution of the United States is hereby repealed." Alcohol was legal again! It was the only amendment to the Constitution approved for the explicit purpose of repealing a previously existing amendment. South Carolina was the only state to reject the Amendment.

In 1940, he was merely 7 years old when on November 5th, President Franklin Roosevelt was elected to a third term, defeating Wendell Willkie of Indiana (a corporate lawyer). Roosevelt running for a third term was controversial. But the U.S. was emerging from the Great Recession and he promised that he would not involve the country in any foreign war (which of course changed when Japan bombed Pearl Harbor). Roosevelt defeated Willkie in the popular vote by 54.7 to 44.8% and in the Electoral College 449 to 82.

In 1959, by the time he was 26 years old, on January 3rd, Alaska became the 49th state of the United States and the first state not a part of the contiguous United States. The flag was changed to display 49 stars.

In 1971, at the age of 38 years old, Leroy was alive when in March, Intel shipped the first microprocessor to Busicom, a Japanese manufacturer of calculators. The microprocessor has since allowed computers to become smaller and faster, leading to smaller and more versatile handheld devices, home computers, and supercomputers.

In 1987, in the year of Leroy R Halbur's passing, on October 19th, stock exchanges around the world crashed. Beginning in Hong Kong then spreading to Europe, the crash then hit the United States. It was called Black Monday. The Dow Jones fell 508 points to 1,738.74 (22.61%).
