In 1933, in the year that Leroy R Halbur was born, the day after being inaugurated, the new President, Franklin Roosevelt, declared a four-day bank holiday to stop people from withdrawing their money from shaky banks (the bank run). Within 5 days of his administration, the Emergency Banking Act was passed - reorganizing banks and closing insolvent ones. In his first 100 days, he asked Congress to repeal Prohibition (which they did), signed the Tennessee Valley Authority Act, signed legislation that paid commodity farmers to leave their fields fallow, thus ending surpluses and boosting prices, signed a bill that gave workers the right to unionize and bargain collectively for higher wages and better working conditions as well as suspending some antitrust laws and establishing a federally funded Public Works Administration, and won passage of 12 other major laws that helped the economy.

In 1944, he was just 11 years old when on June 22nd, the Servicemen's Readjustment Act of 1944, called the G.I. Bill, was signed into law, pushed through by the veteran's organizations. Benefits provided for veterans to return to school (high school, vocational school, or college), obtain low interest home mortgages and low interest business loans, and (if needed) one year of unemployment insurance. Since most returning vets immediately found work, less than 20% of the unemployment benefits were distributed.

In 1963, at the age of 30 years old, Leroy was alive when the British Secretary of War, 46 year old John Profumo ,was forced to resign when he lied about an affair with 19 year old Christine Keeler. Keeler was also involved with the Soviet naval attaché and charges of espionage were feared. No proof of spying was ever found.

In 1975, when he was 42 years old, on September 5th, Lynette "Squeaky" Fromme tried to assassinate President Ford in Sacramento, California. She failed when her gun wouldn't fire. President Ford escaped a second assassination attempt 17 days later on September 22 when Sarah Jane Moore tried to shoot him in San Francisco. A bystander saw her raise her arm, grabbed it, and the shot went wild.

In 1987, in the year of Leroy R Halbur's passing, on October 19th, stock exchanges around the world crashed. Beginning in Hong Kong then spreading to Europe, the crash then hit the United States. It was called Black Monday. The Dow Jones fell 508 points to 1,738.74 (22.61%).
