Lesley Minna (Mortimer) Fraser of Williamstown Australia was born on August 10, 1896 in Williamstown, City of Hobsons Bay County, VIC to Hamilton Mortimer and Minna Augusta (Streiff) Mortimer. She had siblings George Hamilton Mortimer, Eunice Olive Mortimer, Vernon Russell Mortimer, and Edward Lennox Mortimer. She married Frederick Verner Fraser in 1921, and had a child Lesley Verner Fraser Smith. Lesley Fraser died at age 70 years old on October 7, 1966 in Heidelberg, City of Banyule County.

In 1896, in the year that Lesley Minna (Mortimer) Fraser was born, on May 18th, the U.S. Supreme Court issued a ruling in the case of Plessy v. Ferguson. By a vote of 7 to 1, the Court upheld state racial segregation laws, introducing the idea of "separate but equal" facilities for races.

In 1907, Lesley was just 11 years old when in October, over a 3 week period, the New York stock exchange fell almost 50% from the previous year's high mark. Public panic ensued and there were runs on banks since the U.S. was in the middle of a recession. J.P. Morgan offered his own fortune to back the banks and he was followed by other financiers. This temporarily shored up the banking system, stopping the immediate panic. All of this led to the creation of the Federal Reserve.
